In the U.S., the Federal Reserve officially shifted the Fedwire Funds Service to ISO 20022 on July 14, standardizing how financial data is structured across trillions of dollars in daily bank transfers. This shift represents a major milestone for modernizing payment messaging protocols, and Ripple was years ahead of the curve. The company joined the ISO 20022 Standards Body back in 2020 and optimized RippleNet to meet the new requirements, positioning itself as a key partner for institutions adopting blockchain-based settlement solutions.

Services like Volante Technologies’ cloud-native Fedwire-as-a-Service now offer XRP as a settlement option, further integrating Ripple into institutional frameworks. This coincided with increased interest from large crypto holders and a brief price spike as market reactions to structural alignment turned positive.

On the European front, Ripple is fast-tracking the rollout of RLUSD by anchoring operations in Luxembourg, a known EU fintech stronghold. The aim is to comply with the newly implemented Markets in Crypto-Assets (MiCA) regulations. By registering as an Electronic Money Institution (EMI), “Ripple Payments Europe SA” can operate across all 30 European Economic Area countries, leveraging regulatory passporting for swift market access.

The strategic decision to centralize in Luxembourg underscores a deeper plan. The country is known for its robust banking ecosystem, a crucial factor given MiCA’s mandate that stablecoin issuers distribute reserves across multiple financial institutions. Ripple’s partnership with BNY Mellon as the custodian for RLUSD reserves supports this requirement, making compliance smoother and more scalable.

This move isn’t Ripple’s first in the region either. The company has been actively involved in research collaborations with the University of Luxembourg since at least 2019, reinforcing its regional integration.

Ripple’s strategy reflects an emphasis on working with institutional structures rather than disrupting them. By integrating with ISO 20022 and proactively aligning with MiCA, Ripple offers solutions that enhance — not replace — current financial systems. This pragmatic approach sets Ripple apart from many crypto-native firms attempting to uproot legacy finance.

While Ripple’s actions show strong international momentum, its domestic standing is also evolving. In the United States, regulatory uncertainties around stablecoins remain, but progress is underway. The GENIUS Act, also known as S.1582 — short for “Guiding and Establishing National Innovation for U.S. Stablecoins Act of 2025” — is currently moving through the legislative pipeline. Already approved by the Senate on June 17, it awaits a vote in the House of Representatives during the designated “Crypto Week” window from July 14–18. If passed and signed by the President, the Act would establish consistent regulatory frameworks and offer long-term clarity for stablecoin projects within the U.S., including RLUSD.

Until nationwide regulations are concrete, Ripple’s expansion into the EU market via MiCA serves as a parallel growth route. This dual-strategy approach — compliance-led growth abroad paired with standards-driven readiness at home — places Ripple and XRP in a prime position to capture institutional adoption globally.
